With Business Central 14 Cumulative Update 19, Modern client are missing Navigation and Action Icons.
This has been reported and discussed in Yammer and other forums.
In this article, I will share all necessary information required to fix this issue.
This issue applies only to Business Central 14 a.k.a Microsoft Dynamics 365 Business Central April'19 on-premises.

While analyzing the latest cumulative update hotfix, I found out that Microsoft accepts that as a bug and added an platform Hotfix for same.
383560 - The Business Central Web client is missing Action icons.
What Does that Mean?
If you face this issue, then you can apply the cumulative Update like this -
- Uninstall all extensions in your database.
- Stop all Services mapped to database.
- Uninstall Old Version of NAV Client, Server & Web Server.
- Install Cumulative Update 20, NAV Client, Server & Web Server.
- Convert the Database using New Development Environment.
- Install all extensions in your database.
